Tom Fiore is a Senior Advisor for Education Studies. He leads a group of staff who focus chiefly on examining the education of children and youth with disabilities, conducting studies and evaluations, and providing technical assistance. He developed his own expertise in this area through work as a special education teacher and director of an interagency program for students with behavior disorders, and through graduate studies in special education and school administration.
Specific topic areas for Fiore’s work include identifying effective programs serving students with attention deficit disorders and examining how charter schools serve students with disabilities. His research also includes analyzing state implementation of federal personnel development grants and effective project evaluation by federal grantees. This work also considers ways to improve the quality of data states collect and analyze related to special education services. All these studies, which have mostly been funded by the U.S. Department of Education, are designed to serve a larger goal: improve outcomes for children and youth with disabilities.
